I completed my undergraduate work at the University of Chicago and received my Ph.D. from the University of Rochester in economics in 1990. From 1989 to 2002, I taught in the Economics Department at the University of Illinois, Urbana-Champaign. I moved to Vanderbilt University in 2002. I spent the 2016-17 academic year at Microsoft working on Cryptocurrencies, Biometrics, FCC Spectrum Auctions, the Internet of Things, and Game Theoretic aspects of WiFi and PCS radio protocols. I am the co-founder and first president of the Association for Public Economic Theory (APET), the co-founder and editor of the Journal of Public Economic Theory (JPET) and and open-access letters journal called the Economics Bulletin (EB). My earlier research was primarily in Public Economic Theory, General Equilibrium, and Cooperative and Non-cooperative Game Theory. More recently, I have been working in CryptoEconomics and the Economics of Information and Communications Technology (ICT) and and have been advising several blockchain startups.
